Municipalities in the province of Alicante face the challenge of housing scarcity within their economic and jurisdictional capabilities. Despite construction levels reaching historic highs, the province struggles to meet the high demand for flats, particularly among young people. As a result, local councils are taking steps to encourage the creation of more housing.
Such is the case in Mutxamel, which is considering allowing taller buildings in new constructions. The municipality has begun drafting a study to analyse current building densities. The aim is to propose changes to urban planning regulations if the study's conclusions support it, as announced by the government team on Tuesday. The areas under consideration include the Ensanche and surrounding areas.
The Mutxamel Town Council is also taking other initiatives to effectively increase access to as much public housing as possible. Mutxamel has joined the Generalitat Valenciana's VIU Plan and, as a first step, has made a municipal public land plot available for this purpose.
The Mutxamel Town Council has also worked through the Treasury Department to provide various discounts on municipal expenses related to construction, aiming to benefit new building projects in the municipality.
For this reason, the Local Treasury Law includes a discount of up to 95% on the tax rate for constructions, installations, or works declared of special interest or municipal utility due to social, cultural, historical-artistic, or employment promotion circumstances.
There is also a 90% discount for works carried out in the old town area, as well as a 50% discount for constructions related to Officially Protected Housing and those deemed equivalent according to Generalitat Valenciana regulations.
For homes or premises seeking to improve accessibility or habitability for disabled individuals, a 90% discount is also established.
Therefore, the Town Council "intends to auction several municipal land plots, which, due to their typology - terraced single-family housing - are not suitable for this type of housing, allocating part of the proceeds to acquiring land for high-rise block housing and subsequently making them available to the regional authority," explains Urban Planning Councillor Vicente Gomis.
The Mayor of Mutxamel, Rafael García, highlighted "the initiation of this file, as well as other ongoing procedures, indicate that the Urban Planning Department continues to work diligently to advance the municipality's urban development." In the realm of public housing, he noted that "we are working on viable options, projects that must go hand in hand with regional institutions that can effectively execute them."
Gomis also wanted to highlight among the area's significant issues "the unlocking of the 'Colada Cantalar' sector, located southeast of the urban centre, where licenses can now be granted, as the developer is the Town Council itself, having taken over direct management after the failure of its initial private management." He further clarified that "the drafting of the project for the completion of this sector is in its final phase, so it is expected to go out to tender shortly."
