The Grey Fleet is the collection of private vehicles used for professional travel, a concept largely unknown to the population, despite many belonging to it.
The profile of the Grey Fleet driver is someone who travels in a vehicle aged between 5 and 14 years (the national vehicle fleet has an average age of over 14 years), which is reflected in the safety systems these vehicles have, as only 21% have a frontal collision alert and 16% have automatic emergency braking.
The vehicles in this fleet are predominantly traditionally powered, mainly petrol (64% compared to 20% diesel) and have an environmental label of type C, although more sustainable powertrains, such as hybrid and electric, already account for 14%.
To understand the level of awareness of this situation among drivers, Continental and Fundación CEA conducted a study whose conclusions highlight that more than 80% of respondents do not know what the grey fleet is, despite 7 out of 10 being part of it. Moreover, although 60% advocate for its regulation, they do so mainly for environmental or economic reasons, not safety.
The typical Grey Fleet driver claims to have a valid MOT, but does not regularly service their vehicle, only "when necessary". On average, they travel between 50 and 300 kilometers monthly for work-related trips, although more than 50% exceed 150 kilometers and claim not to have an alternative provided by their companies for such journeys. Those who do have an alternative indicate rental or leasing vehicles and taxis. Conversely, more than 60% say their company provides some form of compensation, usually a fixed monthly amount, based on kilometers traveled or for parking.
The fact that the Grey Fleet is largely unknown means that, on one hand, users do not provide their vehicle and insurance policy details to their company and, on the other, companies do not conduct any inspection to verify that the vehicle is properly insured, serviced, and repaired.
In this situation, almost 6 out of 10 respondents believe that this situation should be regulated, but they do so mainly for environmental and economic reasons (58% each) rather than safety (49%).
