The Vive Plan progresses in the province of Alicante. In 2024, 1,186 properties have been tendered for development in the towns of Elche (73), Alicante (191), Sant Joan (70), San Vicente del Raspeig (126 homes), Torrevieja (629), Vila Joiosa (33), and Xàbia (64).
The President of the Generalitat, Carlos Mazón, stated that the Consell "continues to advance in the housing legislature with the tendering of 1,675 protected homes in the Valencian Community by the end of 2024, as part of the Vive Plan for those most in need."
The head of the Consell assured that "with these tenders, we fulfil the commitment made and take another step towards the construction of public housing at an affordable price for thousands of young people and families in the Valencian Community."
Mazón indicated that these actions are part of the Vive Comunitat Valenciana Plan, which aims to mobilise available public land from both the Generalitat and municipalities for the construction of protected housing.
In 2024, the tender includes land for the construction of around 1,675 homes. Furthermore, the head of the Consell stated that tenders will be reactivated in 2025, with a commitment to reach 10,000 homes in this legislature.
In addition to the 1,186 properties tendered in the province of Alicante, the province of Valencia sees 386 homes in the municipalities of Albal (37), Gandía (37), València (61), and Sagunto (233), while in Castellón de la Plana, 121 homes have been tendered.
The highest representative of the Valencian Executive highlighted the collaboration with municipalities to "mobilise the largest amount of available public land for the construction of protected public housing."
The head of the Consell recalled that these measures are in addition to other initiatives launched by the Generalitat in the past year to facilitate citizens' access to housing, especially for young people and vulnerable groups.
Among the actions launched by the Generalitat, the line of guarantees from the Valencian Institute of Finance (IVF) for those under 45, endowed with 20 million euros, stands out. This initiative allows buyers to obtain a loan of up to 95% of the property's price.
In fiscal matters, there is a 25% reduction in the property transfer tax for young people and vulnerable groups, with an average saving of more than 1,300 euros per taxpayer. Additionally, the youth bonus has been increased by 9 million from own funds, allowing a 44% increase in beneficiaries, reaching 5,640 young people.
In regulatory matters, the Public Protection Housing (VPP) decree has been approved, which includes a minimum reserve of 40% of developments for young people under 35 or single-parent families. Moreover, this decree includes a pioneering dynamic pricing module in Spain with annual updates, capping its maximum level and allowing housing prices to be reduced by setting a lower price in municipalities where conditions allow.
