San Vicente Begins Final Phase of New Street Cleaning Contract: 93 Million Euros Until 2035

The San Vicente del Raspeig City Council has initiated the final phase for implementing a new contract for the management of municipal street cleaning services and the collection and transportation of solid urban waste (RSU). The terms of reference set an initial budget of 9.3 million euros per year, amounting to a total of 93.3 million euros over the 10-year duration of the contract, according to a statement from the City Council.

The governing team will present the initiation of the tender process at the next plenary session on September 9, with the expectation that the new contractor will commence improvements and resource expansion starting July 1, 2025.

The annual figure, representing an increase of 3.4 million euros compared to 2024, could be reduced if bidding companies present alternatives that ensure services at a lower cost without incurring in reckless underbidding. According to the technical document, it is planned to allocate 5.1 million euros of the annual budget to waste collection and 4.2 million euros to cleaning.

The budget, as established in the terms of reference, has been calculated with the aim of enabling service improvements. These include an investment of 8.6 million euros for increasing and modernizing equipment and machinery, as well as expanding the workforce dedicated to cleaning and waste collection. Another significant advancement is the application of criteria to make the contract flexible, allowing modifications to address new needs during its term, which will conclude in 2035.

Following its approval in next Monday's plenary session, the terms will be published in the Official Journal of the European Union and on the Public Sector Procurement Platform. Interested companies will have a period of 40 days to submit their offers, which will then be evaluated by the municipal procurement committee.
