On Tuesday, October 1, the new Historic Vehicles Regulation comes into force, a regulation that aims to facilitate the procedure for converting a car into a historic one. It is estimated that about 54,000 vehicles could obtain this classification, which protects the representative value of these cars.

In addition to ensuring that they are kept in safe conditions for driving, the figure of the historic vehicle seeks to protect the representative value of these vehicles, allowing them to continue being used with the necessary technical and mechanical guarantees.

One of the main benefits of having a historic vehicle is the possibility of driving in any area, including Low Emission Zones (LEZ), for up to 96 days a year. Likewise, vehicles over 60 years old are exempt from passing the periodic technical inspection (ITV).

This means that those vehicles registered before 1964 will no longer be required to undergo ITV unless their owners wish to do so voluntarily. In the case of historic mopeds, the exemption is total, although they can also undergo a voluntary inspection if they so decide.

How to request historical consideration?

For a vehicle to be classified as historic, it must meet certain requirements. As explained by the DGT on its website, the first is age: it must be at least 30 years old since its first registration or manufacture and remain in its original state without significant modifications to its engine, brakes, steering, suspension, or bodywork.

Another criterion is the special interest of the vehicle. This applies to those cars that are registered in the General Inventory of Movable Property of Spanish Historical Heritage or have been declared assets of cultural interest. It also includes vehicles that participated in historical events or belonged to prominent personalities.

Additionally, a vehicle is considered historic due to its uniqueness or rarity if these factors make it a collectible worthy of protection. This criterion recognizes the importance of preserving unique specimens for their technical or cultural significance.

To request historical qualification, the procedure varies depending on the state of the vehicle. If the car is in circulation or temporarily deregistered, it only needs to undergo the registration process as historic. This will update its status in official records.

In the case of vehicles rescued from scrapyards or permanently deregistered, it will first be necessary to rehabilitate them before proceeding with their registration as historic. Once the process is completed, a new Circulation Permit and ITV technical sheet will be issued, reflecting their new status.
