The Department of Justice and Interior has issued an order that decrees the suspension of educational and sports activities and the closure of day centres, as well as the restriction of movement in any private transport vehicle, except for essential services, in 163 municipalities of the province of Valencia.
These "temporary and exceptional" measures, published in the Official Gazette of the Generalitat Valenciana (DOGV), will be active from 22:00 this Wednesday, 13th November, until 23:59 on 14th November, due to the red alert for rain decreed on the coast of the province of Valencia.
These actions, which are temporary, aim to "ensure the safety of people," after the State Meteorological Agency (Aemet) raised the rain warning to red across the coast of the province of Valencia for this Wednesday and Thursday, with a probability of accumulated precipitation of up to 180 litres per square metre (l/m2) in just 12 hours.

This order from the Department of Justice decrees the suspension of educational and sports activities and the closure of day centres. It also orders the restriction of movement in any private transport vehicle in 163 municipalities of the province of Valencia.
The vehicle restriction has the exception of essential and complementary intervention services, as well as all companies responsible for ensuring the supply of basic services such as water, energy, and communications, and food distribution.
Circulation will also be allowed in the case of "urgent, adequately justified displacements," which occur for reasons such as attending health centres, services and establishments; returning to the usual or family residence; attending and caring for the elderly, minors, dependents, people with disabilities or particularly vulnerable people; due to force majeure or necessity; or for any other activity of a similar nature, duly accredited.
The municipalities affected by the new order are Alaquàs, Albal, Albalat dels Sorells, Albalat dels Tarongers, Alborache, Alboraia, Albuixech, Alcàsser, Alcublas, l'Alcùdia, Aldaia, Alfafar, Alfara de la Baronia, Alfara del Patriarca, Algar de Palancia, Algimia de Alfara, Almàssera, Benaguasil, Benavites, Benetússer, Benifairó de les Valls, Beniparrell, Benissanó, Bétera, Bonrepòs i Mirambell, Buñol, Burjassot, Canet d'En Berenguer and Catarroja.
It also affects Quart de les Valls, Quart de Poblet, Quartell, Cheste, Chiva, l'Eliana, Emperador, Estivella, Faura, Foios, Gátova, Gilet, Godella, Godelleta, Llíria, Llocnou de la Corona, Manises, Marines, Massalfassar, Massamagrell, Massanasa, Meliana, Mislata, Montcada, Montserrat, Museros, Náquera, Olocau, Paiporta, Paterna, Pedralba, Petrés, Picanya, Picassent, La Pobla de Farnals or La Pobla de Vallbona.

The Official Gazette of the Generalitat Valenciana publishes on Wednesday afternoon the order of the Minister of Justice and Interior, Salomé Pradas, by which "complementary temporary and exceptional" measures are adopted in the Valencian Community, as a result of the rain and wind storm that began on 29th October 2024 in the Valencian Community and following successive alerts from the Emergency Coordination Centre in response to adverse weather warnings issued by Aemet.
In this context, and "to preventively ensure the safety of people," the resolution establishes that it is necessary to limit private vehicle circulation, as well as the suspension of school and sports activities and the closure of day centres in those areas with greater impact.
In the justification, it is stated that the limitation "is proportional to the intended purpose, since the adopted measure is the least harmful to the rights of third parties, does not extend especially over time and is the only one that can be adopted to achieve the intended purpose."
The 'president' of the Generalitat, Carlos Mazón, mentions this resolution on his X account, whose temporal scope is from 22:00 on 13th November until 23:59 on 14th November.
