Suma Tax Management, a subsidiary of the Alicante Provincial Council, has solidified its management model in recent years, focusing on efficiency, growth, and a strong social commitment. Its Strategic Plan Suma 2025 places citizens at the core of its activities, setting clear objectives in areas such as digital inclusion, gender equality, and environmental sustainability. Additionally, the 2024 results show significant progress in revenue collection, fraud prevention, and citizen services, with a focus on innovation and continuous improvement.
Reducing the digital divide is one of Suma's priorities. "We have digital citizen service points where we teach them to handle procedures through digital tools," explains José Antonio Belso, director of Suma. They also organize talks in collaboration with senior citizen councils in various localities to familiarize this group with technology and improve the usability of their applications.
A notable innovation, aligned with overcoming or mitigating the digital divide, is the implementation of citizen service through the WhatsApp messaging application, especially designed for users less familiar with complex platforms . This measure aims to enhance service accessibility and ensure smooth and personalized interaction with the administration.
Suma has also committed to combating financial desertification , which refers to the process where rural or sparsely populated areas see a reduction in banking and financial services such as physical offices, ATMs, or branches, hindering citizens' access to these essential resources and affecting financial inclusion, economic development, and quality of life in these communities.
To counter this process, Suma deploys digitized mobile offices offering the same services as a fixed office . In 2024, these offices made 14,145 itinerant visits to municipalities at risk of depopulation. This model ensures that citizens in rural areas have equitable access to tax services, strengthening territorial cohesion where this entity operates.
Commitment to gender equality has also been a priority for Suma. "We have reduced the wage gap by 10%, and 55% of senior management are women ," highlights Belso. This effort was recognized by the Alicante Businesswomen's Association, which awarded its Equality Plan. This progress reinforces inclusion and ensures a fairer and more balanced work environment for the entity's staff.
In terms of inclusion, Suma has dedicated 260 hours of specialized attention to people with disabilities . It also supports various sports initiatives to promote values such as effort and teamwork, notably collaborating in the fight against breast cancer.
Certified with ISO 14000 in Environmental Management, Suma has reduced its energy consumption by 10% since the implementation of the Strategic Plan in 2021. Additionally, it has avoided the emission of 142 tons of CO2 and recycled a volume equivalent to 867 trees each year, reaffirming its commitment to the environment.
The 2024 balance confirms Suma's success in executing its strategic plan. "We have grown by 6% in the number of delegations and increased total revenue by 4.5%, reaching 900 million euros ," indicates Belso. This increase was achieved thanks to improved employee productivity, with each collecting an average of 1.7 million euros, 0.7% more than the previous year.
In the fight against fraud, the results are also remarkable. Since 2020, revenues from this avenue have increased by 61% , with 1,940 actions carried out in 2024. This effort reinforces transparency and fairness in the tax management conducted by Suma.
Despite the rise of digital services, the tax management entity of the Alicante Provincial Council maintains high levels of in-person service, with nearly half a million attendances in 2024 . Each employee attended to 1,481 people, 23% more than at the start of the strategic plan. This strategy aims to balance in-person and non-in-person services to offer a comprehensive and close service.
Looking ahead to 2025, Suma prioritizes the complete digitalization of its administrative processes, with a more comprehensive deployment of electronic administration. Additionally, it plans to advance in the use of artificial intelligence to optimize processes and improve cybersecurity. "We want to complete the certification of the National Security Scheme and also the one related to preferential care for the elderly," concludes Belso.
