The problem of illegal parceling in the Cañada del Fenollar and other rural areas of Alicante, which have been reported by residents of these areas, will reach the municipal plenary session on Thursday, October 31. The Socialist municipal group has registered an initiative in this regard and will also raise the debate in Les Corts to address the serious situation occurring in Alicante.

The socialist spokesperson in the Alicante City Council, Ana Barceló, has accused Barcala of "not using the necessary resources to address this issue" despite numerous complaints that have been filed in the City Council by residents in rural areas alerting of the situation.

"The mayor should have taken the initiative to denounce these settlements on rustic land and provide the necessary means to stop the sale of plots for the installation of substandard housing. It is another example that, with Barcala at the helm, Alicante's urban policy is out of control," Barceló highlighted.

The initiative highlights that the proliferation of illegal settlements not only violates current urban planning regulations but also compromises the safety and well-being of our neighbors, as well as the integrity of the natural environment. Rural areas such as Cañada del Fenollar, Moralet, Fontcalent, or Verdegás have witnessed uncontrolled growth of illegal buildings, leading their residents to repeatedly report this issue without an effective response from the City Council or the Generalitat Valenciana.

The Generalitat unifies 23 of the 40 files for settlements in rural areas

The Valencian Agency for Territorial Protection (AVPT), based in Elche (Alicante) and dependent on the Generalitat, has unified 23 of the 40 files opened last week for possible illegal settlements in some plots of rural areas of the city. The agency has sent requests to the City Council to submit a technical report for each of them.

The spokesperson for the AVPT, José Cremades, insisted on "stopping these illegal works" which may constitute "a serious crime against the environment and land management." The Conselleria explained that if irregularities are included in these files, the AVPT could impose coercive fines to regularize the situation and comply with the legislation.

"The recent opening of forty files by the Generalitat, although positive, is insufficient if not complemented with concrete and determined actions to eradicate these settlements that already have more than 100 reported parcelings," stated the socialist councilor.

Reports transferred by the Association of Neighbors of the Cañada del Fenollar and complaints filed with Seprona highlight the seriousness of the situation. "Illegal practices, such as the sale of rustic parcels smaller than allowed and the installation of precarious constructions, pose a serious risk not only to the families living in these settlements but also to their neighbors and our natural heritage," emphasizes councilor Raúl Ruiz.

The socialist councilor recalls that Law 5/2014, of July 25, on Territorial Planning of the Valencian Community (LOTUP) and the Territorial Action Plan of the Green Infrastructure of the Coast (PATIVEL) establish a clear framework that protects the proper use of rustic land and limits parceling and the construction of housing and substandard housing in areas that may pose a serious risk to the integrity of offenders. However, "this regulation has been ignored on multiple occasions, allowing speculators to take advantage of the vulnerability of many families, who in the midst of a wild housing market like Alicante's have sought a housing solution on land that does not meet the most minimal guarantees," adds the councilor.
