Mutxamel Town Hall has concluded the stabilisation process for interim civil servants in accordance with Law 20/2021 of 28 December, which mandates urgent measures to reduce temporary employment in public service. This law aligns with the European Union's directives, requiring that stabilisation processes be initiated by 31 December 2022 and completed by 31 December 2024. The aim is to enhance employment management within public administrations, ensuring a permanent workforce to meet the real needs of public services. In total, thirty-seven processes have been completed, stabilising sixty-two individuals, including interim civil servants and labour staff. More than 1,200 candidates participated in this process.
The Councillor for Human Resources, Lara Llorca, highlighted the flaws in the law, stating, "On one hand, it limits the duration a person can hold an interim position, yet maintains the replacement rate for approving the Public Employment Offer. This means the Town Hall can only include in the OEP, and therefore call for, the same number of positions as the number of retirements in the previous year. If, for example, five positions are created to meet the Town Hall's needs, but only one employee retired the previous year, only one position can be called in 2025, and the remaining four can be filled by interim staff. However, if these positions are not included in the Employment Offer within three years, the interim staff must leave, causing personal hardship and detriment to public services. I believe this is nonsensical, which is why I continue to demand the abolition of the replacement rate, as without its removal, a new law will soon be needed to regulate another stabilisation process." She noted that "these processes have reduced the temporary employment rate, facilitating the implementation of a 35-hour workweek."
Additionally, Llorca emphasised that "with the completion of the stabilisation processes and the Human Resources Management Plan, which is awarded and will soon be approved by the Municipal Plenary, talent and experience are being retained, leading to greater efficiency in service delivery to citizens."
Meanwhile, the Mayor, Rafael García Berenguer, took the opportunity to congratulate all those who "have become career civil servants thanks to this stabilisation process, extending this recognition to the HR department for their excellent work over the more than two and a half years that all the processes have lasted, involving a significant volume of calls and selection processes; complying with the rules in a timely manner, thus concluding this important process of stabilising local public employment." He further emphasised that "this team continues to work to ensure our civil service guarantees citizens' rights and provides quality services, aiming for the population to see how their administration works efficiently for their interests."
