Green Light for the Rehabilitation of Porfirio Pascual Neighbourhood

The Extraordinary Board of Directors of Pimesa has awarded the rehabilitation works of the Porfirio Pascual neighbourhood to the Temporary Union of Companies FCC Construction, S.A. and Obras y Servicios P. Selva, S.L. for a price of 10.825 million euros plus VAT. This represents a reduction of 5.63% compared to the initial bidding budget set at 11.470 million euros.

A total of 4 companies submitted bids for the tender launched on October 10th to carry out the comprehensive rehabilitation of the neighbourhood, which involves the renovation of 18 buildings and around 300 homes funded by the European Union's Next Generation funds. The UTE achieved the highest score in the economic and technical offer with 90.20 points out of 100.

According to the Municipal Strategy councillor, Francisco Soler, this is a contract subject to special appeal in procurement matters in accordance with Article 44 of the Public Sector Contracts Law, so the Pimesa Board cannot formalise the contract until 10 calendar days have passed from the day following the notification of the contract award. Once this period has elapsed, if no appeal is lodged that entails the suspension of the contract formalisation, the awardee will be required to formalise it within a maximum period of three days, with the aim of commencing the works in the coming weeks.

In its technical offer, the awarded UTE commits to providing the necessary material and human resources to meet the programming of the actions and ensure the execution of the works to be completed by June 30, 2026.

The number of workers expected by the UTE is an average of 61 people, with a maximum estimated number of 73 workers working simultaneously.

The total investment amounts to just over 14 million euros, including the rehabilitation of the buildings (12.6 million), the redevelopment of the neighbourhood (1.2 million), and the rehabilitation office (0.25 million). The actions will be financed with charges to Next Generation Funds and own funds from the Generalitat Valenciana (10 million), contributions from residents (1.9 million), and the Elche City Council (2.1 million).

The rehabilitation of the 18 buildings and around 300 homes includes reinforcing the insulation of the facades, replacing current exterior carpentry with double glazing, and installing photovoltaic solar panels on roofs to contribute to the generation of domestic hot water.

Additionally, structural damage caused by moisture will be eliminated, water and electricity meters will be centralised in lobbies, or the replacement of sewage and rainwater downpipes, with the removal of existing asbestos cement. There will also be a renewal of lighting or the installation of lifts on the rear facades of the buildings.

The rehabilitation of the Porfirio Pascual neighbourhood results in energy consumption savings of over 60%, enabling more efficient use of resources, environmental sustainability, and economic savings for residents. It also translates into improved safety, health, habitability, and universal accessibility conditions in the buildings and their residential environment.

The action also includes the redevelopment of the neighbourhood, which involves sewerage, drinking water network, paving, or undergrounding of power lines.
