"Just a few minutes ago, we published the first models of Alia, the foundational artificial intelligence (AI) model in Spanish." With these words, the Prime Minister, Pedro Sánchez, announced the launch of Alia, a system akin to the renowned ChatGPT, Gemini, or Copilot. In this instance, the government's initiative is "a public and open AI model," added the Prime Minister.

The tool, unlike the major ventures of American tech giants, is trained in Catalan, Galician, Valencian, and Basque, and is one of the flagship projects the government has been working on in the field of AI. However, it currently requires significant improvements.

The first issue is related to security, as the tool itself warns: "You should not enter confidential information on this website as it could be stolen." For now, the government tool "is not safe," as 'https certificates' are not activated.

But Alia is not without other issues; it is not yet fully prepared to respond to certain queries.

The announcement of this chatbot, which will be available for businesses, administration, and citizens, according to the government, was made at the HispanIA 2040 event inaugurated by the Minister for Digital Transformation and Public Function, Óscar López. The event was also attended by the Third Vice President and Minister for Ecological Transition and Demographic Challenge, Sara Aagesen; the Minister of the Interior, Fernando Grande-Marlaska; the Minister of Transport and Sustainable Mobility, Óscar Puente; and the Minister of Agriculture, Fisheries and Food, Luis Planas.

The government aims, by presenting it as open source, for any entity to use this model as a starting point to develop their own tools.

Several Months' Delay

The launch of this language model comes with several months of delay, nearly a year. Initially, it was scheduled for after the summer, but its official announcement has been postponed until this 20th of January.

With this tool, the government hopes that ALIA, one of the main pillars of the state's national artificial intelligence strategy, will stand out from those developed in other countries due to its transparency. It is also anticipated that smaller and more specific language models will be created for different sectors. "It will provide us with great advantages in a country that has an extraordinary asset, which is its language, its languages," he noted.

In this context, Sánchez also announced that the government will mobilise an additional 150 million euros to promote the integration and use of artificial intelligence in Spanish companies.

"Of these, we will allocate 20 million to 500 use cases in small and medium-sized enterprises, whose results and experiences will be accessible to make them a more innovative and comfortable ecosystem. We are not willing to miss out on this revolution (the AI one) (...) We have been lagging behind for quite some time. Spain wants to occupy a leading digital position, and I believe we have the capabilities to do so," highlighted the Prime Minister.
