The Generalitat Promotes Three Thousand New Public Housing Units with the VIVE Plan
FOPA Highlights the 'Incentives' of the Generalitat's New Land Program

The VIVE Plan will enable the creation of 3,000 homes in the Valencian Community in the coming months, thanks to the release of land previously held by municipalities. The president of the Alicante Public Works Federation (FOPA), Javier Gisbert, highlighted the 'positive effects in terms of incentives' for the supply of new public housing being generated by the plan.
The decisions of the First Vice-Presidency and the Ministry of Social Services, Equality, and Housing were discussed. At the event, which gathered nearly 50 industry representatives, the Regional Secretary for Housing, Sebastián Fernández, explained during the closing of the 'Housing and Alternative Financing' conference, organized by MOOI3 and FOPA, that the first 'real effects of the VIVE Plan and the public housing decree translate into the creation of more than 1,800 new homes' in the region. Additionally, another 1,200 homes are expected due to 'the incentive that the change in regulation has generated in private initiatives.'

Fernández described the situation as 'critical' regarding access to housing, 'with a serious problem of rising rental and sale prices, as a result of the imbalance between demand and supply.' The regional secretary criticized that 'the Valencian Community has been eight years behind because the previous government did not promote any public housing.' This issue 'is exacerbated by rising costs, a lack of labor in the sector, excessive taxation in the construction process, and difficulties in financing.'
From his perspective, the agreement and partnership with the private sector and collaboration with more than 300 municipalities in the community, through the agreement with the Valencian Federation of Municipalities and Provinces (FVMP), have been catalysts for generating affordable housing supply.
Collaboration with the sector
Fernández's intervention focused on highlighting the measures developed since the beginning of the legislature, which aims to generate 10,000 new public housing units. For the Consell's housing policy leader, 'the challenge was to work on the supply. But alongside a key agent: the professional sector capable of doing so.'
In this regard, the regional secretary advocated for the need to continue dialogue with the private sector in 'this public-private collaboration,' which must involve the construction sector, as well as other important agents, such as entities that can generate credit and financing to enable project execution. In these initial months, the response to companies' bidding processes, under the model of exchange for future work, is attracting the sector's attention, which is actively participating in the process.
The measures of the VIVE Plan have made public land available to citizens that was previously held by municipalities, in a coordinated action with local councils, which has so far resulted in more than 1,800 homes promoted through various public-private collaboration mechanisms. However, it has also been noted that there are other direct actions from the Valencian administration that plan to realize another 400 homes.
Meanwhile, Nuria Ruíz, head of MOOI3, a company specializing in alternative financing for the promotion and construction sector, pointed out that the new model prevailing in European markets goes beyond traditional banking. She emphasized that, compared to traditional systems, there are fully guaranteed entities in the market for real estate project development, characterized by their adaptability to clients and greater flexibility. MOOI3 seeks to be an alternative in the housing generation process to rebalance the current situation between excess demand and the delicate supply situation in the current market.
