The Generalitat Valenciana has already announced its first aid package to mitigate the effects of the DANA. It will be 250 million euros, which for now are added to the 25 million announced by the Diputació de València.
This was announced by the head of the Consell, Carlos Mazón, in statements to the media alongside the president of the Diputació de València, Vicent Mompó, at the Emergency Coordination Center in l'Eliana, where he revealed the main areas that this aid decree will address, which is expected to be approved at the Consell's plenary session next Tuesday.
Mazón announced that the aid "will be expandable" as the assessment of material damage progresses and "compatible with other public administrations" while continuing to advance in parallel in "the priority of continuing to search for people who remain missing due to the DANA".
This aid package is structured into four main areas. Firstly, direct "express, without bureaucracy and paperwork" aid is contemplated to enable the population to rebuild their lives as soon as possible, using the same system as the aid provided for those affected by the Campanar building fire "where in a few days, the first aid to restart people's lives was already in their accounts urgently".

In this section, minimum aid per affected person of 6,000 euros is contemplated, "which may be expandable" and will be aimed at enabling citizens to meet their first needs, such as purchasing furniture, appliances, or repairing damage to homes so they can rebuild their lives as soon as possible.
The aid will be complemented "with two types of tax deductions in the IRPF in the regional section" for expenses derived from the rehabilitation and reactivation of housing, such as furniture, among others, in addition to the launch by the Valencian Institute of Finance of 0% credit lines for all those affected who wish to apply.
Additionally, a package of social aid is contemplated for dependents and highly vulnerable people, including psychological assistance services, free document duplication, or help for rehousing or relocation.
The president also indicated that the transport area is already working "on a free transport card for one year" for all those affected in public transport services.
Thirdly, he emphasized that an Infrastructure plan will be launched "where collaboration with municipalities will be essential to channel requests" in which direct aid will be allocated to municipalities for rehabilitation or remodeling works of damaged public infrastructures, such as bridges and roads, for example, in collaboration with the Diputació de València.
The president conveyed that a special office will be set up for the processing of information to citizens about these aids, in coordination with the municipalities.
In the fourth section, regarding collaborations with other public administrations, the head of the Consell thanked the words of the President of the European Commission, Ursula von der Leyen, with whom he contacted yesterday and conveyed that the Generalitat will activate the European Union's Solidarity Fund and that it will be processed when "we have 100% of the damages assessed".
Similarly, he reported that the Consell will also request "a special line of complementary aid to this European Union Solidarity Fund" that already exists extraordinarily. Thus, he indicated that he will ask the central government for a plan of basic state emergency infrastructures to address the damage to highways, trains, roads, and hydraulic works, among others.
The president of the Diputació de València, Vicent Mompó, announced that the provincial council is already finalizing the activation of a first plan exclusively aimed at the reconstruction of the provincial road network, endowed with 25 million euros, 13 for roads and 12 for bridges.
Vicent Mompó indicated that "this is the starting point of a whole series of actions that, in the most transversal way possible, help municipalities to embark on the path to recovery from the greatest natural disaster remembered in our province". A recovery that has been worked on since "the first day" and is demonstrated by the fact that yesterday afternoon 33 of the 52 closed roads had already been opened.
The Roads area led by Reme Mazzolari has assessed the state of the communication routes and established a first prioritization of actions. For this, an initial investment of 13 million euros has already been activated in five of the six demarcations into which the provincial communication infrastructures are divided. Specifically, 2.5 million in the Villar del Arzobispo area; 1.5 million in the Bétera-Serra area, 3 million in the Utiel-Requena area, 4 million in the Buñol area, and 2 million in the Alzira area.
In parallel, the Diputació de València will address the restoration of damaged bridges through individual project and work contracts for each affected infrastructure. For this, an investment of 12 million euros will be allocated pending a more accurate assessment of the level of impact of the Carlet bridge.
Specifically, this contract will cover actions on the bridges over the CV-413 (pont dels Cavalls), CV-336 (bridge over the Túria in Riba-Roja), CV-448 (San Juan), CV-431, CV-422, CV-378 (bridge in Cheste over the Chiva ravine), CV-427 (bridge over the ravine in Yátova), CV-425 (Cueva del Turche area) and Carlet itself on the CV-524.
These first two aid channels will be launched through Presidency decrees of the Diputació that will declare the emergency of the works, estimate their cost, and activate the budget modification procedure.
