After several months of disagreements between the firefighters of the Provincial Consortium for Fire Prevention, Extinction, and Rescue of the Province of Alicante and the Provincial Council, there is finally light at the end of the tunnel. This Wednesday, the unions and the provincial institution have reached a preliminary agreement that establishes a common framework for the regularisation of working conditions.

The President of the Alicante Provincial Council and chief representative of the Consortium, Toni Pérez, signed a document on Tuesday evening that marks a significant step forward in the modernisation and stabilisation of public employment. The text includes substantial improvements for both operational and administrative staff.

This Wednesday, the preliminary agreement was ratified by a large majority of the General Assembly of Consortium workers, which met urgently early in the morning. In the same session, it was also agreed to end the pressure measures that had been developed in recent weeks.

The document must now be approved by the General Negotiation Table within a maximum period of one month.

“With this preliminary agreement, the Alicante Provincial Firefighters Consortium strengthens its commitment to consensus, labour welfare, and the continuous improvement of public service”

“With this preliminary agreement, which has already received the approval of the General Assembly of workers, the Alicante Provincial Firefighters Consortium and the union representatives reinforce their commitment to consensus, labour welfare, and the continuous improvement of public service,” said Toni Pérez.

Nocturnality, productivity, and internal promotion: the firefighters' demands

Among the most relevant points of the agreement are the recognition of nocturnality through a corrective coefficient of 1.328 applicable to shifts between 22:00 and 08:00, with a progressive reduction of annual shifts until 2029, reaching 57 shifts per year.

The fulfilment of the productivity agreement, with an allocation of 572,184 euros for 2025; internal promotion for administrative staff with the conversion of seven auxiliary positions to administrative before the first quarter of 2026; the commissioning of a new Job Evaluation Study, with a completion horizon in the second quarter of 2026; the fulfilment of the minimum agreement by category, ensuring the daily operation of at least 94 personnel in the province; the regulation of voluntary substitutions by management and associated compensations; and functional mobility between parks, prioritising volunteering, rotation, and economic or time compensation, are some of the main commitments included in the document.

Furthermore, the continuity of teleworking one day a week for non-operational staff is established, a modality that will be regulated through a specific regulation. It is also planned to update the amounts of professional career and extraordinary services in line with the State Budget Law.

The agreement underlines the Consortium's commitment to respond to all union writings and promote a culture of permanent negotiation. To this end, a new Monitoring Committee will be created within the next fifteen days, which will serve as a forum to address strategic issues such as updating the consolidated text of working conditions, developing a risk map and optimal staffing, designing the organisational and functional structure, and evaluating positions and creating a pension plan.

In this context, both parties have expressed their intention to maintain a transparent dialogue, loyal and in good faith for the possible signing of a longer-term agreement that will consolidate the working conditions of the more than 700 workers of the Consortium.
