Faconauto Proposes National Plan to Decarbonise the Automotive Fleet

Faconauto, the association representing Spanish car dealerships, has unveiled a comprehensive proposal to accelerate the decarbonisation of Spain's automotive fleet. This National Fleet Renewal Plan Linked to Emissions is set to run until 2027, leveraging the sector's dynamism to consolidate the ecological transition and safeguard jobs.

The initiative, presented during its general assembly at Repsol's headquarters, is expected to remove polluting vehicles from circulation and facilitate their replacement with low-emission models. The proposal takes a technologically neutral approach, although it clearly prioritises electrification.

Faconauto considers it crucial to engage the middle classes to sustain and scale the current pace of transformation of the Spanish automotive fleet.

Faconauto's plan is based on the success of the Plan Reinicia Auto+ in the Valencian Community, featuring a centrally managed model through the dealership network and subsidies applied directly as a discount at the time of purchase. To access the subsidies, new vehicles and those up to one year old would be eligible, with the mandatory scrapping of the old vehicle to ensure a net positive environmental impact.

Results in regions such as the Basque Country, La Rioja, Galicia, Madrid, and Cantabria, which have already implemented similar plans, confirm the model's effectiveness. These areas exceed the national average in the registration of electrified vehicles and those with emissions below 120 grams of CO2 per kilometre, demonstrating how well-designed incentives can transform market composition in short periods.

"With this plan, we want to join forces. We know the model works because we are already seeing it in the autonomous communities where these plans are operational," explained Faconauto's president, Marta Blázquez.

The proposal projects significant benefits across multiple areas, such as environmental, with the replacement of old vehicles allowing for a 63.6% reduction in emissions, decisively contributing to national and European climate goals.

According to Faconauto officials, the plan would enable private citizens, especially the middle classes, to access cleaner, more efficient, and safer vehicles under economically viable conditions.

In terms of road safety, they anticipate that fleet renewal would lead to a substantial improvement in road safety by removing obsolete models lacking current driver assistance systems from circulation.

From an economic perspective, their proposal "would activate the entire automotive sector ecosystem, energising not only the dealership network but also aftermarket services and the supplier chain." This multiplier effect would, according to their forecasts, preserve existing jobs while generating new economic activity and wealth at the local level.

With this plan, Faconauto seeks to drive an effective and equitable decarbonisation of mobility in Spain, consolidating a model that has already proven effective at the regional level.
