Education Will Not Require Any Prior Qualification to Access Vocational Training

The Council of Ministers, at the proposal of the Ministry of Education, Vocational Training and Sports, has approved the Royal Decree on the Evaluation and Accreditation of Basic Competencies acquired through work experience, non-formal training, and informal learning.

This initiative will enable citizens who have reached a minimum level in Spanish Language, Mathematics, and Digitalisation, but do not possess the necessary academic qualifications, to access the Vocational Training system, thereby improving their opportunities in the labour market.

The Ministry of Education, Vocational Training and Sports estimates that more than 10 million people could benefit from this measure. With this approval, the Ministry emphasises that it guarantees "a permanently open, free, and accessible procedure for citizens with a low level of basic competencies to validate them and continue their education through an offer tailored to their qualification and requalification needs."

The process consists of an initial registration phase; a second evaluation phase, where applicants can provide evidence of these skills or even undergo a test if necessary; and a third phase of resolution and accreditation. This final phase will be accompanied by professional guidance through the design of personalised training pathways, preferably within the Vocational Training system.

This procedure will be carried out in public adult education centres, Vocational Training system centres, or in those collaborating entities authorised by the regional administration.

The regulation develops what is established in the Organic Law on the Organisation and Integration of Vocational Training and in the Royal Decree on the Organisation of the Vocational Training System, approved in 2022 and 2023, respectively.
