Education Proposes to Unions to Negotiate a "Stable" Agreement on Teaching Staff After the TSJ Ruling

The Botànic sealed the measure during the interim period, rendering its effects "null," according to the Generalitat's Legal Department

Conselleria and Unions met this Monday to negotiate, at the proposal of the Minister of Education, Culture, Universities, and Employment, José Antonio Rovira; to negotiate a "stable" agreement on teaching staff after the TSJ ruling.

During the meeting, it was recalled that the previous Government's staffing agreement was ratified while in office, with a "general provision that is null and void for having violated the basic rules of its drafting."

This was concluded by the Generalitat's Legal Department for "having been approved (the agreement) by a government in office." Furthermore, this agreement had an application validity of two years, detailed from Rovira's area, so it would end in June 2025, at the end of this course.

From the Ministry, it is warned that applying it at this time, with the course started, "could affect more than 27,000 teachers," as all procedures carried out between July and September would have to be repeated, infringing the right that participants had.

The application in the 24/25 course would therefore affect the determination of staffing, allocations and substitutions, as well as the re-elaboration, by the management teams, of the teachers' schedules and could lead to a change of teachers for students who have already been in class for a month and a half.

Returning to the June 29 agreement of the Consell, once the current course has started, would result in leaving first-cycle nursery schools with a single Early Childhood Education teacher -currently there are two-, which would mean the amortization of already allocated positions, or providing certain Primary Education centers with a position to be determined by the educational center.

The current Government's staffing instructions, applied in this course, reinforced the most sensitive areas of education. Thus, according to the Ministry, 41 new UECO classrooms have been created just for this course, reaching 296.

Also in nursery schools, an extra position of a teacher has been increased and it has been made possible to cover the reduction hours of the management teams of the Infant and Primary centers to improve student care.

The Minister José Antonio Rovira has reiterated the willingness to agree with the unions "a stable agreement, that provides guarantees to teachers."
