The Board of Directors of Pimesa has once again approved the tender for the execution of the demolition works of blocks 11, 12, 13, and 14 in the San Antón neighborhood of Elche. On this occasion, the Councilor for Municipal Strategy, Francisco Soler, explained that the novelty of this tender is the possibility of carrying out the demolition in different phases or simultaneously, as the City Council or the municipal company owns the properties of the different blocks.
Soler indicated that "depending on the date of obtaining ownership of each block, the demolition works can be carried out simultaneously or in phases, with each phase comprising at least the total demolition of one block."
The councilor also pointed out that the execution period is set at 4 months if the demolition of one block is carried out at a time and 6 months if 2 or more blocks are demolished simultaneously. In this regard, he added that the goal is to start the first demolition works at the end of January or February, depending on the occupancy of these homes.
The execution budget for the works amounts to 1.88 million euros, with the possibility of an additional 5% for the demolition of one or more blocks, up to 1.975 million euros. Additionally, according to Soler, the contractor "must ensure that at least 70% by weight of non-hazardous waste is prepared for reuse, recycling, and recovery."
Currently, of the 284 homes and 24 commercial premises in blocks 11 to 14, a total of 266 are owned by the municipality or PIMESA, in addition to the 24 premises. There are 4 homes pending signature of the agreement and 14 in the process of just compensation. Additionally, there are two municipal homes occupied, one with a court hearing scheduled this month and another with an eviction date in December.
On the other hand, the Pimesa Board has approved the terms for the commercialization of the San Antón 4 building in a sales regime, which has 9 floors and consists of 54 homes (36 with three bedrooms and 18 with two bedrooms), 2 commercial premises, and two basement floors with 41 parking spaces.
The total constructed area reaches 6,162.10 square meters. Specifically, the homes have useful areas between 46.85 and 58.93 square meters, and there are two homes adapted for people with reduced mobility.
The homes in this new building will be allocated for the relocation of the 40 families included in block 6, and the allocation of the remaining 14 homes is yet to be determined. In this regard, the management model is a voluntary process whereby the owners of apartments in that block decide to acquire the newly constructed homes at the prices listed in the commercialization terms, in addition to handing over their initial homes to Pimesa, duly valued as part of the payment of the established price.
The range of sale prices ranges from 44,287.60 euros, plus VAT, for the smallest home without a parking space, to 63,368.78 euros, plus VAT, for the largest home with a parking space. Thus, the net amounts to be paid range from 20,020.04 euros for the smallest home without a parking space to 48,581.05 euros for the largest home with a parking space.
According to Soler, those entitled who cannot acquire the new homes at this time due to their level of economic vulnerability may request a new municipal-owned home in the neighborhood from the City Council of Elche, under a social rental scheme with an option to purchase.
Regarding the order of selection, first, those who prove that the initial home is their habitual and permanent residence prior to October 29, 2018, when the bilateral commission agreement related to the ARRU of San Antón was formalized, will be able to choose. The order of selection will be determined by the date of registration in the home.
Secondly, those who prove that the home is their habitual and permanent residence after October 29, 2018, will be able to choose, and in case of date coincidence, the birth dates of the interested parties will be considered, with the oldest choosing first.
Subsequently, applicants who have not proven that their initial home is their habitual and permanent residence will choose, with the order determined by the date of acquisition of the home.
