The local government of Elda will present the award of the new street cleaning and urban solid waste collection and transportation contract at the next Monday's Municipal Plenary. The mayor, Rubén Alfaro, highlighted that "we have resized the contract to meet the real and current needs of the city." The new contract, lasting 10 years, has been awarded to the company Fobesa, which already provided this service in the city. The annual amount of the award is 5,377,428 euros.
Among the improvements, it is worth noting that the collection of paper and cardboard container will be carried out five days a week, with special reinforcements on specific dates. A gray residual container is also implemented next to each brown organic container to improve correct separation and gradually reduce the percentage of improper waste. Additionally, a stain cleaning service on the pavement and container locations is established to prevent the proliferation of stains generated by waste around the containers, as well as the periodic washing of all existing containers in public areas.
The mayor of Elda has announced the creation of "a pre-collection service, prior to the night collection, inspecting the containers that have waste outside to deposit them inside, so that the quality of the service provided is not diminished and preventing waste from being left uncollected outside the containers."
Similarly, Rubén Alfaro explained that "the door-to-door cardboard collection service in shops is improved, updating it on demand to improve routes and carry out a more efficient removal." Currently, there are more than 250 affiliated establishments, and more than 4.5 tons of cardboard are collected monthly.
The new contract includes the increase of the furniture collection service, moving to six days a week on demand, in addition to the removal of waste without prior appointment in a reduced time frame. The location of abandoned furniture will also be studied to detect sensitive areas or black spots that are susceptible to reinforcements. Additionally, the collection of pruning remains is added to the furniture collection, also on citizen demand.
Other measures included in the new service are the creation of two headquarters located in the urban area to minimize staff travel and increase work efficiency by avoiding unnecessary trips.
All service workers will have a mobile phone with an app to record incidents during work, and equipment will be renewed at the start of the contract so that all carts, tricycles, and motor carts are electric, reducing generated pollution. Similarly, blowers will be electric to avoid noise disturbances and reduce fuel consumption. For this sweeping service, the city is divided into 28 routes, providing the service every working day and reinforcing necessary areas with afternoon service. A special service is also included on holidays in necessary places.
For its part, street washing will be carried out throughout the city, performed every working day on different routes each day until the entire urban area is covered. This service is complemented by the scrubbing of sidewalks and pedestrian priority areas that require specific treatment.
Similarly, two new special cleaning brigades will be created to offer improvements in all areas where necessary, such as clearing ditches, roads, and plots, increasing their annual frequency. It includes the cleaning and disinfection of children's and biosaludable play areas, increasing the cleaning frequency of the channeled river section, and any urgent cleaning need that is registered.
