Barceló Demands Protection for Future Affordable Rental Housing to Prevent Speculation

The Socialist Group aims to prevent developers from acquiring ownership of public plots while also receiving apartments as compensation.

Barceló, the spokesperson for the Socialist Municipal Group, has demanded that Mayor Luis Barcala shield municipal plots offered to the Valencian Government from "urban speculation operations". These plots are intended for the construction of public rental housing under the Plan Vive. The Socialist Group aims to "prevent housing resources from ending up in the hands of private developers, as is currently happening with the housing being promoted by the Generalitat through the EVHA (Valencian Housing and Land Entity)."

The current approach by Carlos Mazón's government to promote housing construction on public land involves transferring land ownership to a developer, who in return builds the property and delivers a specified number of apartments to the Generalitat.

In this way, "the apartments cease to be part of the public housing stock, and the European funds received to promote social renting are lost, as is happening in several municipalities in the Valencian Community," the socialists assert. They emphasize that "with the new protected housing regulations, there is no minimum period for declassification, allowing blocks to be transferred to private hands at any time."

"Affordable housing is not guaranteed"

"Alicante has a significant housing need, but we cannot fall into speculation. The swap formula does not guarantee affordable rental housing," emphasized the socialist spokesperson, who demanded guarantees from Barcala to prevent speculation with the housing built on municipal plots.

Barceló recalled that the Alicante City Council made eight plots available to the Valencian Government in areas such as PAU 1, Gran Vía Sur, Garbinet, or San Blas, to construct around 265 homes. The Socialist Municipal Group now demands the exclusion of any possibility of establishing swaps, as this system involves transferring land ownership to private developers.

"This results in the loss of public assets, as they pass into private hands without a protection limit and without the possibility of the constructed housing reverting to municipal assets over the years. Therefore, all guarantees are lost in the event that the developer might face bankruptcy or unforeseen situations that would make construction unfeasible," Barceló concluded.
