Automotive trade association GANVAM, representing the automotive commerce and repair sector in Spain, has urged the Ministry of Industry to implement a national plan of direct tax-free incentives to promote fleet renewal and accelerate decarbonisation goals.
The vehicle distribution sector's trade association, led by President Gerardo Cabañas, General Director Fernando Miguélez, and Corporate Director Jaime Barea, has shared the technical details of its decarbonisation programme with Joaquín Catalá, Deputy Director General of Management and Execution of Industrial, Innovation, and Digitalisation Programmes at the Ministry of Industry.
This fleet renewal strategy, requiring a budget of 500 million euros, aims to remove over 165,000 old vehicles from circulation and reduce more than 300,000 tonnes of CO2 annually, structured into two lines.
Specifically, as previously advocated in the Mueve Madrid plan, GANVAM proposes pure scrappage as an option—meaning without the need to purchase another vehicle—offering direct incentives to drivers wishing to hand over their old vehicle in exchange for incentives towards pay-per-use mobility solutions. Additionally, it proposes the option of scrapping an old vehicle in exchange for acquiring a new or up to five-year-old used model, considering all available engine types in the market.
According to Gerardo Cabañas, "The fact that over 870,000 vehicles over 15 years old were sold in Spain by the end of 2024 highlights that many families lack the disposable income to change cars. With pure scrappage incentives, a wider range of mobility solutions becomes available, allowing them to choose shared or pay-per-use mobility options that best suit their preferences, which will also boost distributors' business as mobility service providers. Moreover, introducing incentives for used vehicles will positively impact fleet renewal by enabling more family profiles to access efficient vehicles."
This fleet renewal incentive plan, which considers income factors to adjust the requirements for eligible vehicles, must also ensure that the aid is processed at the point of sale and discounted on the invoice, with the Administration guaranteeing swift reimbursement of the advances made by the distributor.
Furthermore, GANVAM used the meeting to highlight the need to review the taxation of incentives under the Reinicia Auto Plan to ensure they are not treated as subsidies and remain tax-exempt. In the words of the trade association's General Director, Fernando Miguélez, "Especially in situations of extreme need, such as the DANA, requiring the affected party to return part of the aid diminishes its assistance nature."
