Almost 4 out of 10 vehicles on our roads are without a valid technical inspection. To reduce these numbers and finally improve road safety and air quality in our cities, municipalities now have a tool that allows them to detect vehicles that are not fulfilling their obligation.
This is the Data Intermediation Platform (PID) of the DGT, from where the General State Administration, Autonomous Administrations, and Local Entities can consult all data related to vehicles, drivers, and sanctions, including the status of the vehicle's technical inspection.
The ITV control is carried out with cameras deployed in different parts of the city, and then each license plate is checked in the DGT Register to see if it has a valid ITV. The Alicante City Council is currently managing the adhesion to this agreement through the Spanish Federation of Municipalities and Provinces (Femp), municipal sources explain, although there is no date for its implementation yet.
To get an idea of how it works, among the municipalities using this platform is Albacete, which is already using PID information to detect vehicles driving in the city without up-to-date ITV and sanction them. Specifically, as confirmed by the Albacete municipal police in their 2023 Activity Report, out of 1,647 traffic complaints filed, 1,064 were for not having passed the vehicle's technical inspection on time.

According to Guillermo Magaz, managing director of AECA-ITV, "this is an action that can be carried out by any Spanish city at the moment and would undoubtedly help improve road safety and reduce pollution. It must be remembered that only through the ITV can maintenance failures be detected that could endanger the lives of vehicle occupants and other road users. Furthermore, the ITV also helps to ensure that vehicles do not pollute more than allowed."
In addition to this possibility of using the information provided by the PID to monitor ITV compliance, the sector has repeatedly requested the authorities to use ZBE cameras to detect vehicles with expired technical inspections. The entity has insisted that it is not a complicated procedure, as there are a large number of automated technical means, such as radars and cameras equipped with OCR readers, that allow the information from detected images to be cross-referenced with data from the General Vehicle Register of the Directorate General of Traffic.
Not having an up-to-date ITV can pose a danger to road users and the environment. It also entails a fine of 200 euros. If the officers stop the vehicle, the driving permit may be withdrawn. Instead, the driver receives a voucher to travel only to a review center within the next 10 days. Additionally, if you were involved in an accident while your ITV is not in order, insurance companies would not cover any damage or compensation.
The association has also proposed taking advantage of the license plate registry of regulated parking areas to control vehicles with valid ITV and, if not, to proceed with the opening of the corresponding sanctioning file.
