The Alicante PP Demands Government Reform of Local Government Financing

The municipal group denounces that basic laws cause a 'lack of budgetary balance and liquidity' in local entities

The Popular Party group of Alicante City Council demands that the Spanish Government reform the financing of local entities simultaneously with the regional ones. This 'necessary and urgent' proposal will be presented through a municipal declaration at the Plenary on Thursday, March 27.

The popular spokesperson Mari Carmen de España urges the central government to comply with the agreement of the National Commission of Local Administration to provide municipalities with a new financing model 'more just and responsible with the citizen'.

The popular initiative calls on the Government to 'fulfill' the agreement of the National Commission of Local Administration and solve the problem 'generated for all municipalities by withdrawing the update of the advance payments of the participation in State taxes'.

'This omission has caused a detriment to municipal finances by not fulfilling the promise made to increase advance payments by 13%,' indicated De España.

The municipal spokesperson for the PP recalls that 'the basic laws on local financing have generated a chronic economic insufficiency for municipalities with the consequent lack of budgetary balance and liquidity'.

At the same time, she defends 'the necessary and urgent approval of a new local financing law' that corrects 'the ineffective system of local taxes, the pernicious system of conditional grants and transfers, and the unequal distribution of income in the participation of State taxes'.

A reform 'without exceptions'

'Financing must be addressed from a comprehensive perspective, among all, autonomous communities and municipalities, without losing sight of the needs of the citizens,' added De España.

'Therefore, from the Alicante City Council, we demand that local financing be addressed at the same time as the reform of regional financing, so that the financial tension suffered by local entities is avoided and the constitutional principles of sufficiency and autonomy of the councils are fulfilled.'

The institutional declaration of the PP also demands that the Government apply the reform of local financing 'without exception for all local entities, regardless of where they are located on the map of Spain'.
