The Alicante City Council's governing team has authorised the appointment of 173 interim civil servants - 149 will be hired without a vacancy charge and another 24 with a charge - to provide attention in social services. These officials are in addition to 13 other positions incorporated by the City Council into the Job Position List (RPT). They will occupy positions as psychologists, legal advisors, equality agents, social workers, social educators, auxiliary technicians, leisure monitors, and administrative assistants.
In this way, the positions of the programme contract signed with the Generalitat Valenciana in 2021 will be filled, through which the regional administration subsidises the hiring of personnel for social services, and which expired on December 31. The new programme contract will remain in force until the end of 2025.
The Socialist Municipal Group, through councillor Emilio Ruiz, has criticised that Luis Barcala's government (PP) "is willing to breach the legislation on Social Services, hiring twenty fewer professionals than needed to attend to the most vulnerable groups in Alicante". In this regard, the councillor explained that the Social Welfare area of the City Council itself has estimated that a staff of 192 specialists is essential, after having dismissed 188 last December. However, "the mayor has decided that only 173 interim professionals will be hired. Ruiz explained that due to Barcala's cut, this year it will not be possible to hire the necessary number of specialists."
This cessation of professionals entails "insufficient service provision by not covering needs", resulting in a "significant increase in waiting lists", as well as an "increase in social emergencies and discontent among citizens", with the "possible delay in attending to risk situations of vulnerable groups".
The appointment will be made in order of score in the current temporary employment pools or, given the urgency of the selection and to expedite the process to ensure the service, candidates will be chosen through the Valencian Employment and Training Service (Labora).
With the programme contract, the regional and municipal administrations establish collaboration, cooperation, and coordination to "ensure the provision of quality social services to citizens and greater efficiency in the use of public resources".
